That would be a bit strange as there is quite some time passing by before
setup-storage starts. But what it will likely depend on is whether you have
mdadm in your initrd that is used for PXE boot. If it isn't there I would
suspect there is nothing that could possibly detect the array before manually
invoking mdadm using mdadm-startall.
