shadow passwords and FAI

This is not FAI's fault - the adduser/passwd pair of etch is currently broken,
see http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=316089 , especially the
last message (chage should have returned error code 3, not 1 in the above
listing).
