shadow passwords and FAI

I am experiencing a problem with out FAI cluster:

  Setting up ssh (3.8.1p1-8.sarge.4) ...
  chage: can't open shadow password fileadduser: `/usr/bin/chage -M 99999 sshd' returned error code 1.  Aborting.
  Cleaning up.
  Removing user `sshd'.
  dpkg: error processing ssh (--configure):
    subprocess post-installation script returned error exit status 1

The problem is that at the time software is installed by FAI, shadow
passwords are not enabled and thus /etc/shadow does not exist.

How do people deal with this? Am I overlooking something? At the
moment I turn on shadow passwords in

  scripts/DEFAULT/S21passwd
