FAI and invoke-rc.d: policy-rc.d denied execution of restart

In doing an FAI build of stretch we are seeing several messages of the form
Running in chroot, ignoring request.
invoke-rc.d: policy-rc.d denied execution of restart.
For example:

What does this error message mean? Can it be safely ignored?
