issue with install_packages in FAI 5.0.3

Actually, I take it back. Even with FAI_RAMDISK set to that,
install_packages still fails to run with the same error.

This exists:
  /target/var/lib/dpkg/status
This doesn't:
  /var/lib/dpkg/status
