Use apt-cacher instead of deb mirror or fai-mirror?

Yes.

Currently fai-mirror can only be used for creating the partitial
mirror for the FAI CD. But there's already a wishlist bug to extend
this script for using this mirror for the network installation and for
creating the nfsroot.
