You are right.
I missed the first 'exit code 1' message, thinking it was one of the
'set raid' exit code message.
Manually running 'mkfs.ext4 -L boot /dev/md0' did produce the same
error message in the bug report.

To confirm that this is the problem, I installed libblkid1 2.17 from
sid in the nfsroot, and the disk partitioning task succeeded right
away.
