this can mean a number of things, but maybe you have your option file
in pxelinux.cfg/<your-install-client> wrong. Try generating a working
file with the help of fai-chboot(8).

This could imho mean that you might be lacking your initrd (I was).
Try "tcpdump -n host <your-install-client>" to see what's going on.
