are you sure? I can't find an example at my software log for this. Ok, I
didn't checked everything, but for example ash:

    Pre-Depends: dash

Install order:

    Get:1 http://dabba.desy.de sarge/main dash 0.4.25 [79.5kB]
    Get:2 http://dabba.desy.de sarge/main ash 0.4.25 [12.7kB]

Or vim:

    Depends: libc6 (>= 2.3.2.ds1-21), libgpmg1 (>= 1.19.6-1),
             libncurses5 (>= 5.4-1), vim-common (= 1:6.3-071+1sarge1)

libc6 and libncurses5 are on the base system. The rest is installed this
way:

    Get:3 http://dabba.desy.de sarge/main libgpmg1 1.19.6-12.1 [45.3kB]
    Get:4 http://dabba.desy.de sarge/main vim-common 1:6.2-426+1 [3136kB]
    Get:5 http://dabba.desy.de sarge/main vim 1:6.2-426+1 [774kB]

Or nis:

    Depends: libc6 (>= 2.3.2.ds1-4), libgdbm3, libslp1, netbase, make,
             portmap, sysvinit (>= 2.85-1)

libgdbm3, netbase and sysvinit is on the base system. The rest is
installed this way:

    Get:7 http://dabba.desy.de sarge/main libslp1 1.0.11-7 [45.6kB]
    Get:8 http://dabba.desy.de sarge/main make 3.80-7 [429kB]
    Get:9 http://dabba.desy.de sarge/main portmap 5-3 [21.8kB]

[...]

Just coincidence? The unpacking order is the same like the get order.
