fetch local file: fails

What script do you use to generate the debmirror?  Maybe it does not
generate or download Packages file correctly.  Attached is one that
seems to work for me.  You may need to change the download directories.

Although personally, I am going to switch to using apt-proxy.  I don't
need a full mirror.

sources.list should have something like

     deb file:/files/scratch/debmirror/debian woody main contrib

Does that help?
