Has installerver been defined as name or numeric IP address?

Try:
 make-fai-bootlfoppy -l -d f
 "ip=10.0.13.12:10.0.13.11:10.0.0.1:255.255.0.0:fai_client:eth0:off FAI_FLAGS=verbose,createvt"

To you will get more messages and will get a shell when typing
ctrl-c. Look, if FAI_LOCATION has been set correctly.
