rootpw problem in scripts/DEFAULT/S20

Hi,

after the upgrade to FAI 2.4 it was possible to log in as root on the
installed client without a password even though the variable rootpw was
defined.

I found that the part of scripts/DEFAULT/S20 which inserts the root
password into /etc/passwd had moved to the GERMAN:: section. I moved it
back to any::, and now I have a root password again. I'm sure this
change was accidental.
