new fai floppy will not boot with static IP

The kernel NFS root mounter reverts to the default /tftpboot/<hostname> in the
absence of an nfsroot= parameter (see nfsroot.txt in linux/Documentation).

I fixed this by hacking make-fai-bootfloppy to read

title FAI-FIXED-IP
kernel (fd0)/$kernel root=/dev/nfs nfsroot=$SERVERIP:$NFSROOT $fixedparams $params
savedefault

(and doing the same to the LILO section)

Looks like a FAI bug to me...
