NFSROOT_PACKAGES var and make-fai-nfsroot

I've been moving away from modifying fai binaries directly, but i'm
running into one problem.

make-fai-nfsroot's "packages" variable.

I am wondering why that variable has not been wholly replaced with
NFSROOT_PACKAGES from fai.conf.  Since apt is being used for the
installation of the packages it doesn't really matter whether or not 
a package is defined in $packages or $NFSROOT_PACKAGES.
