Start-stop-daemon not installed during FAI base install

For some reason I've not been able to determine, start-stop-daemon is not written to /sbin during the installation of the base system. This obviously creates some nasty problems after reboot. The script belongs to the package 'dpkg', which has actually been installed,  so I'm rather curious as to why the problem occurs.

Any tips?
