RFC: How to improve Ubuntu support

AFAIK they normally have a quilt-series they merge in, before building.
Launchpad supports that. But I'm no packaging expert.If it comes down to
one or two files I'd prefer to have an file.UBUNTU and copy them
manually during the packaging process.
