etch is scheduled to be frozen on October 18th, given that uploads with 
urgency=low take 10 days to reach etch, we are too late already.

Of course, the 19th is not completly fixed and you can upload with a higher 
urgency, which results in shorter time until a packages moves to etch.

But time is *really* running out to get changes into etch.
