While yes that would get the repo set up, it won't allow me to add
packages as from package_config, which means doing it elsewhere, which
is going to lead to someone looking in the wrong place for that piece
of configuration down the road somewhere.

I don't expect this to work with the above setup, because scripts are
run after packages are added.
