You are mixing buster and stretch release, because FAI 5.8.1 includes default config for stretch and I guess you have only changed it to buster in one location.
Please adjust your /etc/fai/apt/sources.list to also use buster.

Thanks for pointing that out, I thought I had updated those files.  I am now able to build an NFSROOT.
