Setting up FAI on xenial

I am having problems setting up FAI on a Xenial system using the stock
packages.  fai-setup is failing.  The last few lines of the run are:

Setting up grub2-common (2.02~beta2-36ubuntu3.7) ...
Setting up grub-pc-bin (2.02~beta2-36ubuntu3.7) ...
Setting up grub-pc (2.02~beta2-36ubuntu3.7) ...

Creating config file /etc/default/grub with new version
grub-probe: error: cannot find a device for / (is /dev mounted?).
grub-probe: error: cannot find a device for /boot (is /dev mounted?).
grub-probe: error: cannot find a device for /boot/grub (is /dev mounted?).
Setting up grub-gfxpayload-lists (0.7) ...
Processing triggers for libc-bin (2.23-0ubuntu5) ...
Processing triggers for systemd (229-4ubuntu16) ...
Processing triggers for ureadahead (0.100.0-19) ...
install_packages: executing chroot /srv/fai/nfsroot apt-get clean

cp: '/etc/localtime' and 'etc/localtime' are the same file

ERROR when calling fai-make-nfsroot.

I have confirmed that using the same command line as fai-setup debootstrap
completes successfully.  What am I missing?
