Installed boot failure FATAL: INT18: BOOT FAILURE

I have both clients and server running in VirtualBox. This seems to work fine.
The entire install process takes place, but when the system reboots, it fails.
If I set up the client VM so the boot order is HD then network, the VM comes up with a blank
screen and absolutely nothing happens.
If I set up the client VM so the boot order is network then HD, or with no HD, then the VM
appears to PXE boot from the host with pxelinux.0 then I get:
PXELINUX 6.03 PXE 20150819 (etc)
Booting from local disk…
FATAL: INT18: BOOT FAILURE
and everything stops dead.
Google has lots of recommendations to remove the install CD, which of course doesn’t apply, but
I did play around with changing boot order and boot devices, to no avail.
Any ideas?
