Apt-proxy is a candidate for removal from the next release of debian,
see http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=460338 , due to
lack of any core developers, and a large number of bugs. I would steer
away from it.

I have used apt-cacher (which seems to satisfy similar goals) with good
results for several years now. All you need to do is to install the
package (as well as apache2 server - you may use an existing webserver
if you have one) on a machine on your intranet and point FAI's
sources.list at it.

Apt-cacher has been very reliable and economical (downloads only the
packages you actually need in your installations). Only once or twice I
have had some problems (details have been forgotten) with apt-cacher,
which were easily resolved by deleting the cache directory and
re-initializing it from scratch.
