FAI and windows

Yes, if you have a tarball of winxp or something similar FAI can also
extract this onto the hard disk. So, FAI can do whatever is possible
when running Linux on a machine. But there may be some things that
cannot be configured or installed with FAI, because the windows thingy
must be running to install it.
