I got the same problem. The package libapt-pkg-perl was installed in the 
nfsroot.

The workaround for me is to create the instsoft.DEFAULT hook:

ls -l /live/image/live/filesystem.dir/* >/dev/null
mount --bind /live/image/live/filesystem.dir/var/lib /var/lib
