Ubuntu local loopback device missing

here a short descripton what i have done

apt-get remove --purge network-manager
reboot 
no networks even lo & eth0
start interfaces by hand ifup eth0 & ifup lo

apt-get install network-manager
restart
eth0 up
lo down

this is the zany thing.
