SSH to install client does not work

Dear list!

I am using

FAI_FLAGS=sshd,createvt

Nevertheless, I cannot ssh into the install client.

I get a connection refused.

Is there anything I could do to diag this problem?

What I have done: I have had the install client copy the install logs to 
the install server and checked variables.log and it had indeed

FAI_FLAGS=sshd,createvt

What script in FAI looks for the FAI_FLAGS variable and decides to start 
an sshd or not?
