Does
grep -r 'en_US.UTF-8' /etc
show anything?
On a freshly installed etch this shows:
/etc/environment:LANG="en_US.UTF-8"
/etc/locale.gen:en_US.UTF-8 UTF-8
/etc/gdm/locale.conf:English(USA) en_US.UTF-8
/etc/default/locale:LANG="en_US.UTF-8"
Weird.
