If there are any incoming requests (which you could also check by doing some
manual tftp connection), you should find entries like the following in
/var/log/daemon.log:

Apr  2 08:33:01 mole in.tftpd[11291]: tftp: client does not accept options

It might indeed be useful to test the server using a tftp client as your problems are pretty strange.
