Where should one specify skiptask() ?

  According to section 6.2 (The default tasks) of the documentation,

    The default task and its hooks can be skipped on demand by using 
    the subroutine skiptask(). 

Was I supposed to understand at this point where skiptask() should be called ? Where exactly should one call it?
