Yes, I will translate the guide.

I have just looked at it and the SGML-file is in the debiandoc-format.
So I think it will be enough to translate this file and the use the
tools mentioned by Michael to generate the HTML and ASCII-Docs.

I do not know much about the debiandoc-tools so any hint is
appreciated ;)
