what do the server's logfiles tell ? especially if you switch the tftpd into
verbose mode (append -v to the inetd.conf line to increase verbosity).

Some ideas:
- is your client allowed to access the tftpd ?
- do the tftpd version, inetd.conf and dhcpd.conf match ?
