Have you tried this?

make-fai-bootfloppy -d f 
"ip=127.16.100.4:172.16.99.13::255.255.240.0:foo:eth0:off 
FAI_FLAGS=verbose,createvt" FAI_ACTION="install

Please give us some Error Messages. :-)
