Can't connect with ssh to client during installation

With FAI 2.4 I get

ssh: connect to address 10.0.0.8 port 22: Connection refused

even though the FAI_FLAG sshd is set. I verfied that in rcS.log. It was
the first time I tried to ssh into the box during the installation, so
I'm not sure it ever worked ;)
