local debian mirrot

Hello,
im trying to setup a local debian mirror.
I'm using the script mkdebmirror from the package fai 2.3.4.
After downloading of approx. 6 GB and setting sources.list to
deb file:/files/scratch/debian woody main contrib non-free
deb file:/files/scratch/debian/dists woody-proposed-updates/
deb file:/files/scratch/debian-non-US woody/non-US main contrib non-free
deb file:/files/scratch/debian-security woody/updates main contrib non-free
deb ftp://ftp.uni-erlangen.de/pub/Linux/debian/ stable main non-free contrib
deb-src ftp://ftp.uni-erlangen.de/pub/Linux/debian/ stable main non-free contrib
deb http://non-us.debian.org/debian-non-US stable/non-US main contrib non-free
deb-src http://non-us.debian.org/debian-non-US stable/non-US main contrib non-free
deb http://security.debian.org/ stable/updates main contrib non-free
i can use dselect with the local debian mirror.
I've set fai.conf to:

fai-setup reports a lot of warnings about dpkg dependency problems and
finally the error message:
Account $LOGUSER=fai already exists.
Make sure, that all install clients can
log into this account without a password.
/home/fai/.rhosts created.
User account fai set up.
Creating FAI nfsroot can take a long time and will
need more than 150MB disk space in /usr/lib/fai/nfsroot.
/usr/lib/fai/nfsroot already exists. Removing /usr/lib/fai/nfsroot
dpkg: base-passwd: dependency problems, but configuring anyway as you
request:
base-passwd depends on libc6 (>= 2.2.4-4); however:
Package libc6 is not installed.

E: Some index files failed to download, they have been ignored, or old
ones used instead.
I think there is something wrong with my local debian mirror.
Any suggestions?
