Yep, that would work.  Also, if we want to extend FAI a bit, debootstrap
will allow a "--include=package1,package2" option. Just like we added
the DEBOOTSTRAP_EXCLUDE environment variable in the fai.conf file, we
could add a DEBOOTSTRAP_INCLUDE variable.

With that in mind, you could make a custom debian mirror pool for your
local packages, add that to the sources.list file/variable, and load
your custom package.
